Austria, regarding Bukovina as a strategic link between Transylvania and Galicia, administers it first as a part of Galicia, and develops Bukovina's chief city, Chernovtsy (also called Czernowitz, or Cernauti; now Chernivtsi, Ukraine), into an important educational and commercial center.
The Austrians keep a balance between the various ethnic groups in Bukovina; the population is almost solidly Ukrainian in the north and Romanian in the south, while in the towns there are a number of Germans and Poles, many of them Jews.
