The Church looks for a safer seat following the impasse during the previous conclave and to escape from the infighting of the powerful families that had produced earlier Popes, such as the Colonna and the Orsini.

In an effort to please Philip IV of France, Clement, after staying four years in Poitiers, moves the Roman Curia to Carpentras on March 9, 1309, effectively moving the papacy to Avignon, which is surrounded by the lands of the papal fief of Comtat Venaissin.

Formally it is part of Arles, but in reality it is under the influence of the French king.

From this point until around 1378 the papacy, in an effort to keep tensions loose with France, will operate under the immense pressure of the monarchy.

Some theologians feel this move had stemmed from Boniface VIII's and Philip IV's struggle against each other.

Philip is said to have held a vendetta against the Roman papacy until his death.
