Theodosius, having returned from Milan to Constantinople and not yet daring to risk another civil war, delays reception of a legation requesting recognition of Arbogast's puppet emperor, Eugenius.
On November 8, 392, he makes his edicts of 391 more stringent by not only reinforcing the prohibition of prayers or sacrifices at non-Christian temples but completely prohibiting the worship of any but the Christian god.
