Prince Klemens von Metternich, Chancellor for thirty-three years and proud symbol of the established order, is forced by Emperor Ferdinand to resign his position in the Austrian Cabinet and flees to England.
To quiet agitations, the Habsburg emperor promises a liberal constitution, allows freedom of the press, and establishes a council of ministers.
A representative Diet is accorded Bohemia, and a separate constitution is proposed for Prague.
