Céspedes, after some initial victories followed by defeats, had replaced Máximo Gómez with Ex-Confederate General Thomas Jordan, a man with lengthy administrative and combat experience.

As General-in-Chief of the Cuban Liberation Army, he lands at Mayarí with three hundred men in May 1869, and with enough arms, ammunition and supplies for six thousand additional men that he hopes will rise to join the rebellion.
