Delegates of the seven seceded states had begun meeting on February 4 in Montgomery, Alabama, to organize a provisional government as the Confederate States of America.
They adopt a constitution on February 8, modeled after the U. S. Constitution, with provisions for protection of slavery, but prohibiting the “importation of Negroes of the African race from any foreign country.”
