Settlers and miners traveling on the Bozeman Trail through the Powder River country are viewed as threats by the natives as they are numerous and are often violent towards natives they encounter and compete for food along the trail.
Although roads through Indian territory are permitted by the Fort Laramie Treaty, the Sioux, mostly Lakota, Cheyenne, and Arapaho, harass miners and other travelers along the trail in 1864 and 1865.
