A political umbrella organization of several Palestinian groups, the Palestine Liberation organization (PLO) is established to represent some two million refugees from the Palestine mandate who are now scattered around the Arab world.
Its first leader is Armad Shuqayri, a protégé of Egypt.
In its charter (the Palestine National Charter, or Covenant), the PLO delineates its basic principles and goals, the most important of which are the right to an independent state, the total liberation of Palestine, and the destruction of the State of Israel.
