Amin al-Husayni, who had studied in Jerusalem, Cairo, and Istanbul, in 1910 had been commissioned in the Turkish artillery, and in the postwar period has become a strong voice in the Arab nationalist and anti-Zionist movements.
Samuel in December 1921 appoints Husayni, a major figure behind the April 1920 riots, as permanent president and mufti of the newly created Supreme Muslim Council, the most authoritative religious body in the Palestinian Muslim community.
