Barricades had been put up in Berlin on March 15 and soldiers had attempted to clear the streets.
A demonstration before the royal palace in Berlin on March 18 had demanded the withdrawal of the military, an armed National Guard, freedom of the press, and convocation of a United Landtag.
On March 19, King Frederick William IV of Prussia had granted the demands.
The King issues a proclamation promising to merge Prussia with the rest of Germany on March 21, and parades through the streets wearing the revolutionary tri-color: black-red-gold.
