After continued unrest in Crete, which includes the murder of the British vice-consul, Prince George of Greece had been made the Governor-General of Crete under the suzerainty of the Sultan, after the proposal had been put forward by the Great Powers.

Greece is effectively in day-to-day control of Crete for the first time in modern history.
