British reconnaissance inland had revealed a Persian force of four thousand troops at Shiraz and the first division is considered too weak to venture inland away from its maritime base of operations.

This had led to the formation and induction of a second division from India, which lands in Persia in late January and reaches Bushire, preceded by Outram, on January 20, 1857.
