Labor Zionists—who, for the most part, believe in cooperation with the British and Arabs—control the Jewish Agency, whereas the Revisionist Zionists, founded in 1925 and led by Jabotinsky, fully realize that their goal of a Jewish state in all of Palestine (i.e., both sides of the Jordan River) is inconsistent with that of Palestinian Arabs.

The Jewish population in Palestine is officially estimated at one hundred and eight thousand in March 1925.
