Dessalines had continued to encourage white planters to return and manage their property during the first year of his rule, and many who trusted Toussaint have done so.
Dessalines tries hard to keep the sugar industry and plantations running and producing without slavery, and continues many of Toussaint's policies, including the use of forced labor on plantations to prevent reversion to a purely subsistence economy, but he is far more hostile to whites.
Born into slavery and having worked under white masters for thirty years, as well as having seen many atrocities by all peoples, Dessalines does not trust white people, French whites in particular.
He confiscates their land, makes it illegal for them to own property, and, perhaps fearing them as potential subversives in the event of another French invasion, launches a campaign of extermination against the country's white inhabitants in January 1805.
