At the insistence of the French, a commission of inquiry is appointed in 1878 to examine all sources of revenue and expenditure.
The commission has the right to ask any Egyptian official or government deputy to testify before it and to subpoena all records.
Such powers imply the dilution of Egyptian sovereignty by Europeans.
