Francis Joseph, crowned king of Hungary on June 8, had given his assent to the Ausgleich, or Compromise, of 1867, which creates the Dual Monarchy of Austria-Hungary, also known as the Austro-Hungarian Empire: two sovereign states under a single crown with a unified foreign policy.
The emperor had stipulated that the settlement shall include a revised Hungaro-Croatian agreement and provisions guaranteeing adequate rights for the non-Magyars of Hungary.
