The Ottomans have begun settling Circassian, Caucasian, and other refugees in Transjordan to protect their communications with Arabia.

In 1851, the Ottomans had organized the area of northwest Trans-Jordan, from the Yarmuk to the Zarqa' rivers, as the qada' of Ajlun with its capital at Irbid and attached to the mutasarrifiyah of the Hawran in Syria.
