The liberal general Tomas Cipriano de Mosquera had declared himself president of New Granada in 1861, inaugurating what will be almost two decades of uneasy liberal rule.
On May 8, 1863, a constituent assembly meets at Río Negro, adopts a new federal constitution, and proclaims the union of seven sovereign states as the "United States of Colombia.”
The central government is kept weak, with a presidential term of two years, after which the incumbent cannot be elected.
