In 1994, Dostum, whose Junbish-i Milli-yi Islami receives support from Uzbekistan and from Russia, forms an alliance with fundamentalist militia leader Hekmatyar, who has the backing of Pakistan, against Burhanuddin Rabbani, the 'Supreme Coordination Council' in Kabul.
Dostum and Commander Abdul Malik Pahlawan share nominal control of five to six north central provinces, of which Mazar-e Sharif remains the command center.
