The United States Department of the Navy had ordered George Dewey, newly promoted to Admiral, to distance himself from Aguinaldo by late May lest he make untoward commitments to the Philippine forces.
The war with Spain still is going on, and the future of the Philippines remains uncertain.
The immediate objective is to capture Manila, and it is thought best to do that without the assistance of the insurgents.
By late July, there are some twelve thousand United States troops in the area, and relations between them and rebel forces deteriorate rapidly.
