The U.S. Army has altered its tactics in the wake of Custer's defeat at the Little Bighorn, increasing troop levels at the Indian agencies.
In the autumn of 1876, fall, most of the troops are attached to the Army for operations.
They seize horses and weapons belonging to friendly bands at the agencies, for fear they would be given to the resisting northern bands.
Army troops surround the villages of Red Cloud and Red Leaf in October 1876.
They arrest and briefly confine the leaders, holding them responsible for failing to turn in individuals arriving in camp from hostile bands.
The U.S. government sends another commission to the agencies.
The tribal leaders finally sign a new treaty ceding the Black Hills to the United States.
