A Bilu group—Bilu are the first letters of a passage in Isaiah, Chapter 2, Verse 5: “House of Jacob, come, let us go”— in Constantinopl issues a manifesto in the wake of the 1882 pogrom calling for the establishment of a Jewish state in Palestine within the Turkish empire.
The Biluim, about five hundred young people from the Kharkov region, are part of the wider movement of Hibbat Ziyyon.
In July, the Ottoman government adopts a policy of allowing Jewish pilgrims and businesspeople to visit Palestine but not to settle there.
