It is clear to Louis and his principal advisors, Louvois and Charles Colbert, marquis de Croissy, by summer 1688 that they have to act before Emperor Leopold turns his attention from the Balkans to lead the Dutch, and a comparatively united German Empire, against France on the Rhine.
