Justin, initially hoping to bring about a union of the dissident Monophysite Christian factions and then to unite them with the orthodox church, had allowed them a measure of toleration in the early part of his reign.
In March 571, however, he inaugurates a policy of persecution and issues a lengthy antimonophysitic creed, requiring all clergy to sign it under penalty of imprisonment.
