Louis Édouard Bouët begins a period of expansion when he captures the port of Saint-Louis and allows in 1843 privately owned trading companies (mainly from Bordeaux) to handle the administration of the town.
Promoted to lieutenant commander in 1840, on Le Misus, Bouët had taken command of the Foreign Division of Africa from 1841 to 1842, when he was named provisional governor of Senegal.
