Lord Milner, guided by the expansionist policies of British colonial secretary Joseph Chamberlain, maintains a rigid stance in the face of Kruger’s bargaining attempts.

The Transvaal strengthens its forces, concludes an alliance with the Orange Free State and issues an ultimatum to the British in protest of their reinforcement of their South African garrison.

When Lord Milner ignores the ulitimatum, Kruger dispatches the Boer armies in a pre-emptive invasion of the Cape Colony and Natal.
