Britain bases its Vaccination Act of 1898 on the final report of the royal commission.

Elections are held for the “board of guardians,” the administrators of the vaccination laws, and by the year’s end over six hundred boards reportedly pledge not to enforce the law.

The Act contains the first “conscience clause", although magistrates approve no claims of conscience.
