New "insurrections" have burst forth all over Poland during the past twelve months, and peace is only obtained by the proclamation in 1609 of a general amnesty, which punishes nobody and decides nothing.
The growing unwillingness of the Grand Hetman Żółkiewski "to shed the blood of our brethren" is the cause of this unsatisfactory solution.
The helpless King is obliged to concur, and henceforth abandons all his projects of constitutional reform.
