Palestinian Arabs at a congress in Haifa establish an executive committee (known as the Arab Executive) on December 13-19, to act as the representative of the Arabs.

The platform of the Haifa congress sets out the position that Palestine is an autonomous Arab entity and totally rejects any rights of the Jews to Palestine.
