President Lincoln, encouraged by Antietam—a technical victory for the North—issues the Preliminary Emancipation Proclamation on September 23, 1862, freeing all slaves in areas held by Secessionists and announcing that unless the Confederates lay down their arms by January 1, 1863, he will free all slaves not residing in Union-controlled territory. (In addition to protecting the Federal capital, the battle of Antietam is sometimes cited as having influenced Great Britain not to recognize the Confederacy.)
