In the same year, 1832, there is a move by the procureur-general to abolish slavery without compensation to the slave owners.
This gives rise to discontent, and, to check an eventual rebellion, the government orders all the inhabitants to surrender their arms.
Furthermore, a stone fortress, Fort Adelaide, is built on a hill (now known as the Citadel hill) in the center of Port Louis to quell any uprising.
