Mubarak calls for an infitah of production, however, rather than of consumption, that will benefit all of society and not just the wealthy few.
Food subsidies will remain, and imports of unnecessary luxury goods will be curtailed.
Opposition parties will be allowed.
The peace treaty with Israel will be observed.
Thus, Mubarak seeks to chart a middle course between the conflicting legacies of Nasser and Sadat.
