Santa Anna, declaring himself as the only person who can bring about peace, had been sent to Washington, D.C., by the Texan government in 1837 to meet President Andrew Jackson in order to guarantee independence of the new republic.
Unknown to Santa Anna, however, the Mexican government had deposed him in absentia; thus, he no longer has any authority to represent Mexico.
After some time in exile in the United States, Santa Anna had been allowed to return to Mexico aboard the USS Pioneer to retire to his magnificent hacienda in Veracruz, called Manga de Clavo.
