Egypt's political scene is dominated during Hosni Mubarak's reign by the National Democratic Party, which was created by Sadat in 1978.

It had passed the 1993 Syndicates Law and the  1995 Press Law, and passes the 1999 Nongovernmental Associations Law.

As a result, by the late 1990s parliamentary politics have become virtually irrelevant and alternative avenues for political expression are curtailed as well.
