Immediately on the outbreak of the Chilean revolution President Balmaceda publishes a decree declaring Montt and his companions to be traitors, and without delay organizes an army of some forty thousand men for the suppression of the insurrectionary movement.

While both sides are preparing for extremities, Balmaceda administers the government under dictatorial powers with a congress of his own nomination.
