In 1895, Rhodes asked his American scout Frederick Russell Burnham to look for minerals and ways to improve river navigation in the region, and it is during this trek that Burnham discovers major copper deposits along the Kafue River.
In 1897 Robert Coryndon, private secretary to Cecil Rhodes, is sent by Rhodes to be the British South Africa Company representative in Barotseland.
In October 1897 he reaches King Lewanika's capital, Lealui, where he is given a cool reception.
Lewanika cannot initially accept that Coryndon can represent both the British South Africa Company and the United Kingdom government.
However, in November 1899 Queen Victoria signs the Barotziland–North Western Rhodesia Order in Council, 1899.
This Order amalgamates what was North-Western Rhodesia with Barotseland and establishes over the whole territory a protectorate named Barotziland-North-Western Rhodesia.
Protectorate status is welcomed by King Lewanika .
Under the Order, a regime for the Company's governance of the new protectorate is established.
The new protectorate is administered by an Administrator appointed by the High Commissioner for South Africa.
The High Commissioner legislates by proclamation for the protectorate.
The protectorate is divided into nine administrative districts
