The Fourteenth Amendment to the U. S. Constitution, incorporating principles of the Civil Rights Act, is sent to states for ratification on June 13; it provides for representation according to numbers (to encourage enfranchisement of Negroes), repudiation of state war debts, prohibition of financial compensation for liberated slaves, and, in terms of the future, the highly significant clauses:” Nor shall any state deprive any person of life, liberty, or property without due process of law; nor deny to any person ... the equal protection of the law.”
