The Israelis have a plan of their own based on elections in the occupied territories, but without PLO participation or international observation.
The Arab League endorses the idea for a peace conference and holds that Palestinian elections on the West Bank can occur only after an Israeli withdrawal.
Shamir retorts that elections can occur only after the Intifada has ended, insists on continuing Israeli settlement on the West Bank, and denies the possibility of ever creating a Palestinian state.
The deadlock in the Near East thus remains as intractable as ever.
