Enforcement of the Civil Constitution of the Clergy: on November 29, 1791 the Assembly decrees that every non-juring clergyman who does not take the civic oath within eight days will lose his pension and, if any troubles break out, he will be deported.
Louis vetoes the decree as a matter of conscience.
