France acquires the island of Nosy-Be off the northwestern coast of Madagascar in 1840, but its potential as a port is limited.
In 1841 the governor of Reunion, Admiral de Hell, negotiates with Andriantsoly (also known as Andrian Tsouli, the Sakalava Dia-Ntsoli, the Sakalava of Boina, and the Malagasy King of Mayotte) to cede Mayotte to France.
Mahore offers a suitable site for port facilities, and its acquisition is justified by de Hell on the grounds that if France does not act, Britain will occupy the island.
