The Radical Republicans have turned on Johnson, and the Republican majority has refused to seat the Southern congressmen.
On December 4, the newly convened Thirty-ninth Congress refuses to endorse President Johnson's policies and appoints a joint Committee of Fifteen, under the leadership of Congressman Thaddeus Stevens, a Radical Republican, to examine Southern issues.
The Committee assumes almost dictatorial powers.
