The States-General had sent a detailed peace proposal to the English Parliament on March 18, but it had replied on April 11 by reiterating the same demands that had put off Pauw in June the previous year, to be accepted before negotiations were even to begin.
The States-General had ignored this and on April 30 had asked for negotiations to begin in a neutral country; on May 23, Cromwell, having dissolved the pro-war Rump Parliament on April 20, had responded that he would receive Dutch envoys in London; the States-General decides on June 5 to send them.
