While at San Diego, some Yumans and Cocopahs arrive and request that Heintzelman help them remove Chief Cavallo y Pelo and Santiago from power as they are not friendly with the army and want the peace to end.

or months before, Heintzelman had heard rumors that Santiago was trying to unite the Yuma for a war against the United States but he is in denial, believing the Yuma only want peace.

The captain informs the natives that he does not have legal authority to remove their chiefs so he advises them to return to their village and elect new chiefs as they see fit.
