The dual control of Egypt's finances is reinstituted.
An international commission of liquidation is appointed with British, French, Austrian, and Italian members.
In July 1880, the Law of Liquidation is promulgated, limiting Egypt to fifty percent of its total revenues.
The rest go to the Caisse de la Dette Publique to service the debt.
