Thousands of whites have been killed in massacres ordered by Dessalines.
These massacres, together with his property law, which will remain in force for more than a century, effectively prevent any renewal of white dominance over the blacks, who form more than eighty percent of the population.
He also discriminates against the mulatto elite.
Dessalines promulgates Haiti's second constitution on May 20, 1805.
Declaring Haiti an all-black nation, Dessalines forbids whites from owning property or land here.
A term of his constitution defines all citizens of Haiti as black (négs) and all non-citizens as whites (blancs) regardless of skin color in both cases.
