The liberal Gómez Farías government is strongly reformist, to the detriment of traditional church and military privileges.
Among its reforms, the new administration decrees that payment of tithes will no longer be compulsory, and it transfers to the nation the right to make ecclesiastical appointments.
In addition, Gómez Farías reduces the size of the army and eliminates its fueros.
