Flinders once more sails the Norfolk, this time north on July 17, 1799, arriving in Moreton Bay between Redcliffe and Brighton.
He touches down at Pumicestone Passage, Redcliffe and Coochiemudlo Island and also rows ashore at Clontarf.
During this visit he names Redcliffe after the Red Cliffs.
Thomas Brisbane, as Governor of New South Wales, had instructed in 1823 that a new northern penal settlement be developed, and an exploration party led by John Oxley had further explored Moreton Bay.
Oxley had discovered, named and explored the Brisbane River as far as Goodna, twenty kilometers (twelve miles) upstream from what is today the Brisbane central business district.
Oxley had recommended Red Cliff Point for the new colony, reporting that ships could land at any tide and easily get close to the shore.
The party settles in Redcliffe on September 13, 1824, under the command of Lieutenant Henry Miller with fourteen soldiers (some with wives and children) and twenty-nine convicts.
