Antony has meanwhile formed an alliance with a number of leading commanders including Lepidus.
In order to combat Brutus and Cassius, who are massing an army in Greece, Antony needs both the cash from Caesar's war chests and the legitimacy that Caesar's name would provide any action he takes against the two.
On November 26, Antony, Lepidus, and Octavian meet on an island in a river near Bononia (Bologna), their armies lined along opposite banks, and agree to unite and seize power by forming the Second Triumvirate, legalized with the name of Triumvirs for the Organization of the People by the Lex Titia of 43 BCE.
Unlike the First Triumvirate of Caesar, Pompey, and Crassus, this one is formally constituted.
The only other office which had ever been qualified "for confirming the Republic" was the dictatorate of Lucius Cornelius Sulla.
The only limit on the powers of the Triumvirate is the five-year term set by law.
In effect, it sidelines the consuls and the senate and signals the death of the republic.
