David Ben-Gurion sets out to form a large-scale organized Jewish labor movement, including both urban and agricultural laborers, to achieve a centralized Jewish economic infrastructure in Palestine.
In 1919, he founds the first united Labor Zionist party, Ahdut Ha'avodah (Unity of Labor), which includes Poalei Tziyyon and affiliated socialist groups.
The WZO establishes centralized Zionist control of the Hebrew school system in 1919.
