Brazil issues the Bull's Eyes stamps, using the same printer as that used for Britain’s Penny Black, in 1843.
The Brazilian government opts for an abstract design instead of an image of Emperor Pedro II in order that his image would be not disfigured by the postmark.
Brazil thus becomes on August 1 the second country, after Great Britain, to issue nationally valid postage stamps.
